Nokia's Reinvention: From Mobile Phone Giant to AI Networking Company

Nokia recently announced plans to invest $4 billion in artificial intelligence initiatives in the United States.

For anyone who still remembers the famously durable Nokia phones of the feature-phone era, the company's sudden connection to AI may seem a little surprising. However, Nokia has been moving away from consumer phones and toward communications infrastructure for more than a decade.

Nokia Is No Longer Primarily a Phone Company

Nokia stepped back from the smartphone market after selling its mobile phone business to Microsoft in 2014.

The company subsequently reorganized itself around telecommunications equipment, network infrastructure, and patent licensing. The Nokia-branded phones occasionally seen today are not manufactured directly by Nokia. Instead, companies such as HMD Global have produced phones under licensing agreements that allow them to use the Nokia name.

Nokia itself chose a different path, focusing on areas such as 5G, 6G, optical communications, telecommunications infrastructure, and data center networking.

Its latest US investment plan should be understood as part of that long-term transformation.

How Nokia Plans to Invest $4 Billion

Nokia says it will invest an additional $4 billion in the United States over the next several years.

Of that amount, approximately $3.5 billion will be directed toward research and development related to AI-powered network connectivity. The remaining $500 million will be used to expand manufacturing capacity and production facilities.

The investment will be spread across Nokia's existing North American operations in states including Texas, New Jersey, and Pennsylvania.

Nokia has placed particular emphasis on Bell Labs in New Jersey, presenting the research organization as a central part of its efforts to develop the next generation of AI networking technology.

Why Is Nokia Investing in the United States?

There are two major reasons behind the decision.

AI Infrastructure Needs Better Networks

The first is the rapid growth of artificial intelligence and data centers.

As AI models become larger and more widely used, the industry needs more than advanced processors. It also requires faster and more efficient networks capable of moving enormous amounts of data between servers, data centers, cloud regions, and end users.

In other words, better AI systems require networks designed specifically for AI workloads.

Nokia plans to expand its AI-optimized technology across mobile and fixed-access networks, IP and optical networking, internal data center networks, and defense and mission-critical communications.

This reflects an important change in the AI infrastructure market. The competition is no longer limited to who can build the most powerful chips or train the most capable models. It also includes the companies that provide the connections allowing those systems to communicate efficiently.

The United States Has Few Major Domestic Telecom Equipment Suppliers

The second reason is the structure of the American telecommunications equipment market.

The United States has relatively few large domestic companies capable of supplying complete mobile network infrastructure. As a result, US telecommunications providers depend heavily on overseas equipment companies such as Nokia and Ericsson for 5G and future network deployments.

Nokia appears to view this situation as an opportunity to deepen its relationships with the United States and other countries that prioritize Western technology standards, trusted suppliers, and secure communications infrastructure.

By expanding its US research and manufacturing presence, Nokia can position itself as a more strategically important supplier rather than simply another foreign equipment vendor.

Nokia's New AI-Focused Strategy

The investment also aligns with the AI-centered strategy Nokia announced on November 19.

Beginning in 2026, the company plans to simplify its organization around two primary businesses: Network Infrastructure and Mobile Infrastructure.

Nokia intends to substantially increase the profitability of its AI and data center operations, with a goal of raising its core operating profit by as much as 60% within three years.

The appointment of new CEO Justin Hotard also reflects this direction. Hotard previously worked at Intel, and his background suggests that Nokia wants to evolve beyond the traditional telecommunications equipment market and establish itself as a broader AI infrastructure company.

The company is effectively arguing that the AI era will require not only processors and software models but also a new generation of high-performance networking technology.

Nokia Is Now Selling Connectivity for the AI Era

Nokia once dominated the global mobile phone industry before losing its position during the transition to smartphones. For many consumers, the company seemed to disappear after selling its phone business.

In reality, Nokia did not vanish. It moved deeper into the infrastructure behind modern communications.

The company is now making another major bet—this time on selling the connectivity required by the AI economy.

That strategy makes considerable sense when we recognize that the AI race is not only a competition involving semiconductors and language models. It is also a competition over data centers, optical connections, mobile infrastructure, and the networks that allow computing systems to exchange information at enormous scale.

Nokia's experience in telecommunications and its existing relationships with carriers could give it a meaningful position in this market. At the same time, it will face strong competition from other networking companies and from data center technology providers developing their own AI-optimized systems.

Nokia may no longer be the company that puts a phone in your hand. Instead, it wants to become one of the companies building the networks that connect the AI systems behind the services you use.

It will be worth watching where Nokia ultimately positions itself as competition over AI infrastructure continues to intensify, particularly in the United States.
